The Department of Food Civil Supplies and Consumer Affairs  Kashmir earlier called Food Control Department has been established in the year 1930 and is playing a pivotal role by ensuring availability of food grains to the targeted population of 56.88 Lakh Souls in the division as per Census 2001, excluding Marwa/Warwan areas under TPDS through a network of 2004 (Two Thousand and Four) Government Sale centers and 1162 (One Thousand One Hundred and Sixty Two) Fair Price Shops established for the purpose. The Department is benefiting the poorest of the poor identified families under the Antodoya Anna Yojna (AAY) and other families living below poverty line, on the basis of allotted allocation under AAY & PHH categories. The Department also regulates and monitors the availability of essential commodities on the rates fixed by it. Besides, providing food security to the masses, the department also exercises control in curbing the menace of black marketing, profiteering, hoarding, etc by conducting regular market checks facilitating consumers to purchase essential commodities at prescribed/affordable rates. The rates of essential commodities are being periodically fixed and reviewed by the Department. The defaulters are duly penalized and appropriate action is taken against them under the provisions of Essential Commodities Act, 1955 and other orders governing the subject which includes lodging of FIRS and recovery of fine from them thus benefiting the State exchequer also. The Department also provides employment opportunities to the educated unemployed youth of the division by issuing licences for Fair Price Shops/Retail K.Oil outlets/Wholesale/Retail Mutton and Shalli Husking Mills are issued as per prescribed guidelines, enabling them to earn their livelihood which results in improving their standard of living. The consumers of the area are also benefitted by establishment of these outlets enabling them in fetching the food grains/other essential commodities at their door steps periodically in a time bound manner.

There are two Directorates of Food Civil Supplies and Consumer Affairs Department in the State, one for Kashmir and the other for Jammu Division. These Directorates are under the Administrative control of the Food Civil Supplies and Consumer Affairs  Department at the Secretariat Level which is headed by an officer of the rank of Commissioner/Secretary to Government.

At the provincial level, the Directorate is headed by the Director who is a major head of the Department in terms of Jammu & Kashmir Book of Financial Powers. The post is borne on KAS cadre and is held by senior KAS/IAS Officers. He exercises the administrative and financial control over the whole province and consults the Commissioner/Secretary to Government FCS&CA, J&K in all proposals financial and administrative which require the approval of the Government. He is assisted by Joint Director (Adm), Chief Accounts Officer, Deputy Director Supplies, Deputy Director Planning,  and other necessary staff to carry out the day to day working in the Directorate.

The Joint Director (Adm)
Provides assistance to the Director in all the administrative matters. The assistance is provided on the issues pertaining to establishment, legal and matters including disciplinary proceedings, complaints and other issues related to the administration. He also functions as Vigilance Officer of the Department.

The Chief Accounts Officer
Provides assistance in the field of financial/account matters. He is also the drawing and disbursing officer of the Directorate. He formulates the budget and monitors the Non-Plan expenditure.

The Deputy Director Supplies
Provides assistance in fixation of rates of essential commodities, issuance of licences in respect of Wholesale/Retail K.Oil dealers, Mutton dealers and other matters relating to monitoring and regulating of supplies of essential commodities at fixed rates.

The Deputy Director (Planning)
Deals with the planning apparatus which includes formulation/implementation of schemes. He monitors all the schemes being implemented in the field and provides necessary assistance to the Director in effective implementation of the schemes under the control of the department.

The Deputy Director North
Exercises control over the Districts of Kupwara, Baramulla and Bandipora. He supervises the distribution of food grains and other essential commodities in the Districts falling under his jurisdiction.

The Deputy Director South
Exercises control over the Districts of Anantnag, Pulwama, Shopian and Kulgam. He supervises the distribution of food grains and other essential commodities in the Districts falling under his jurisdiction.

The Deputy Director Central
Exercises control over the Districts of Srinagar City, Ganderbal and Budgam. He supervises the distribution of food grains and other essential commodities in the Districts falling under his jurisdiction.

Likewise, the Assistant Directors of FCS&CAK monitor the supply/distribution of food grains released to the districts and provide all necessary assistance to the District administration on behalf of the Department. He is being assisted by Chief Inspector, Tehsil Supply Officers and other staff posted in the respective district.
